this is the case as i see it: Naruto and Sasuke both share half the spotlight for most of Part I. Naruto is important because, well, the show is named naruto, and Naruto is responsible for a lot of the plot development because of his enthusiastic personality. If it was just sasuke then it would just be plain boring. Then if it wasn't for sasuke, Team 7 wouldn't have passed in the first place, and a chunk of the story line is dedicated to his revenge as well as his disappearance
