The FOC is not in favor of a defendant - it's bound by the court and it's officers - no it's not right, and most do not know this - I totally warn anyone to NOT go with FOC's - get your own lawyer or learn the laws and become your own lawyer!

I'm one who took the legal law into my hands and defended myself once and won - yes, you will annoy the court- but THEY are paid to be there for you - not you for them!

Go all the way with the "constitutional argument"! You have the absolute RIGHT to travel freely, and the government cannot impose a fee to convert your RIGHT into a "privilege".

Notice that we have a hearing being held by someone who is not lic. to practice law or act as a judge. She is also the one who brought the original recomendation forward so she became the prosecutor, judge, and jury
