You keep the same tone of voice through the entire speech. That's bad when another person is just listening. It effectively removes the gripping element of a speech, and to be honest I wanted to sleep after one minute into the speech because nothing ever happened.
To avoid having to record the speech again, just add subtitles. That'll give people something to read while listening. Or you can show pictures that relate to specific parts of the speech to put some more oomph behind the words. /Yiss

Its a very nice speech but fact it is so long and there is nothing else to look at than initial image makes it hard to go through.
If you added subtitles like it was mentioned and -perhaps- made a semi machinima using it then it could be amazing though.
I realise its a bit more effort to prepare proper background but result could have very much potential.
