Start with this: Make a circle and put a motor hinge in the middle of it, then make a rectangle not far from the circle and make a rectangle (pipe) that connects the rectangle and circle (but not the centre of the circle, rather the part between the edge and the center) and make hinges on contacts of the pipe.. and make a square under the rectangle so it doesnt fall and glue it to the background.. now when the motor spins you should get mechanical movment from the rectangle and this is the key

after you build the legs mechanism, the trick is to make his shoes heavier than the rest of his body.
