I'm the guy that I used to hate... I used to party and carry on and drive my neighbors nuts, loud music and all. Recently I've had some neighbors above me who seem to be quiet as church mice until around 10 PM to 3:30 AM (I think they have marital problems). I don't know your situation, but I can assure you that wanting to get proper rest so you can be effective at work is "normal", not creepy. Maybe the people who there before you drove your neighbor nuts and he has no patience left?
