That's pretty much it. Don't let it bother you though! They don't notice that the number of dislikes have no effect in determining the Viewer's Choice Award, since it's decided by the number of 'likes', not the number of 'likes' + 'dislikes'. Beyond that, 1st, 2nd and 3rd are chosen by judges.
Some people are taking this WAAAAY too seriously and aren't even reading the rules, haha.
