Actually, I think that Steve fired his gun just as Ross killed the guy Steve was aiming at, so his bullet missed and killed Ross. I think that's why he's horrified at 6:03. Later when he's squirming on the ground, I think it's a combination of shame and fear. Before, when it's just fear, he's fine and watching the events unfold and even takes a shot at a bad guy; it's not until after he kills Ross does he become pathetic.

Since the editing isn't that good, it's hard to see this.

Up here in Canada , the RCMP do have a shotgun in the cab under a locking mechansim , and some municipal departments aross the country do carry "long arms" depending on the unit.

They have two 12 gauges, one in the trunk and one in between the seats, however it's locked and there wasn't time to unlock it. Same goes for the one in the trunk, there just wasn't enough time to get it.

In the NYPD, only ESU carry the heavy weaponry (MP5, M4, Shotguns, etc). The rest only have 9mm handguns.
