There are Permanent Secretaries and others who are the experts in road construction. The head of the ministry is there as a political position, the executive to implement. From that perspective, its easy to see, the road hasn't been fixed after two years. The people who use the road can figure that out too. Any sensible Kenyan is qualified for the job.

Michuki should prioritize these road projects with most emphasis on roads linking Kenya to other countries. Begin with Class A roads and work your way down.
