@robausa1 He is giving them his coin. It is a military tradition. Commanding officers, members of the Joint Chiefs, heads of the different military branches, the Secretaries, VP and POTUS (just to name the major ones) all have specific and specially designed coins that they can give out at their pleasure. These coins are kept as mementos and pulled out in friendly competition to see who has the "highest" coin.
