The whole balanced budget amendment is stupid. There shouldn't be an amendment that makes the U.S. balance its budget no matter what the situation is. Plus, it's already the goal of the U.S. to be as prosperous as possible and end each year in a surplus. Therefore I believe that the U.S. strives to balance its budget every year but hasn't been able to based on the current situations we are in.
