It is a mix of Libertango. Yo-Yo Ma has played the song, but (as this recording does not include a cello) has nothing to do with him (also: the song's structure mainly puts the bandoneon in limelight, not the strings).

The original of Libertango was composed and played by Astor Piazzolla and his orchestra(s).

As for the dancing: it has no connection with tango. A handful of moves were taken from couple dancing, but even those are very hard to identify.
