They are called "land spouts" or "shear-zone" tornadoes. Again, Not the same. No, waterspouts, unless they are tornadic (which means they are formed as a tornado over land and then move to the sea), are made up of water droplets from the atmosphere and do not suck up water from the sea, they just look that way :)
