1. You have to build in first year.

2. Wait until tax screen pops up and while holding L, bring everything to 0% You don't have to mess with tax rate at all, just funding. This step does not need to be done before first tax screen pop up.

3. Immediately without going to January and still in December after closing the tax menu, go back to tax menu and raise everything to 100%. Again, don't mess with tax rate, mine was still at 7%, just fund %.

4. While exiting the tax screen, let go of L.

My problem was not building, if you don't build you will not have a city expenditure vale that is larger than funding and not create negative funding. Build as if you were playing the game for real.

Actually, if you manage to spend all the $999,999, you can do the trick again to recoup it all.

It sounds like a lot of people are still confused. Explanation:

- Go to the tax screen and reduce funds to 0

- Wait until December when the tax screen automatically pops up

- Once the screen appears, hold the L button and leave the screen without changing anything

- While still holding the L button, return to the screen and increase all funds to 100%

- Return to the map and release L

- $999,999

Yeah I found this cheat when I was like 10 years old, I just realized there was a way to go like under 0 money. But, I seriously dont remember how I found out about the holding L thing. lol. This cheat is really helpful, instead of just waiting until the year is over to get money, letting ur snes open during like 4 hours to get money, u just do that and u save time, i dont think its easier to get a megalopolis using that, its just faster.

Money does not techincally infinite, but you will most likley run out of room after a while and will still have cash left over. So if u still play this game, I hope all this helped explain this cheat better.
