How I did it was get the vr-11 pack a punched or not and shoot the zombie when you have a green light/beam and as soon as he reaches it throw the dolls if you have them.

When i do this with just me and a mate, we can get the green beam to the lighthouse, but then after this there is no green beam going to the bottom of the lighthouse, does there have to be 4 people to complete this? I Also had the upgraded scavenger and VR-11 equipt, but still no green beam to the bottom. Any ideas??
