Here is why you can't tip it:

Every room in Club Penguin is an SWF background. SWF's only carry interactive 2d animations for things such as mouse hovers, clicks and all that. An SWF background can not detect another flash object moving on it (such as your penguin). Therefore the iceberg could not animate itself as a result of penguins standing on it. Because Flash and SWF Technologies don't have that capability yet. And they probably never will.
