After the first two they cashed out and sold the rights to American devs and brothers Sam and Dan Houser. In 1999 these two formed Rockstar in Tribeca, New York, New York. 4. The Scottish devs later expressed that they wanted back into the GTA franchise around the San Andreas development and Rockstar gave them Rockstar North.
