Personally i don't Judge arent divine they can be wrong jsut as juries can hence why we don't have the death penalty. 23 months is exceptionally light given that training 1 dog for fighting is punishable by up to 3 years if they decided they really wanted to fuck up his life they could have tried him for each single dog and given max sentence of 3 years for each. So what was it 80 dogs? 80x3 =240years then they could have tried him for other criminal activities such as illegal gambling etc
