Team fortress 2 on low spec graphics card

I play TF2 on an underpowered, no-frills laptop and the performance is much more consistent with DirectX 8 instead of 9. The only issues I have are the payload carts, intelligence and Scottish Resistance stickybombs not glowing (even with the option turned on in Advanced Options) and a small white square appearing in the bottom-left corner whenever I cloak as Spy. Other than that, it's totally worth the boost in FPS.

Even though this does work, it's still not enough to be playable.

The MAX my Intel GMA X3100 was able to get was 15 FPS, and that's still unplayable for me.

3D GAMING IN GENERAL on Intel Video Cards is NOT A GOOD IDEA, as I learned that THE HARD WAY when my Acer ASSpire 6920 Laptop CAUGHT FIRE because of it AND when two of my Office PCs had their Intel GMAs POPPED because of it too *main PC was dead at the time, had no other options =P*

AMD Integrated Ones are at least ACCEPTABLE.

Same with NVIDIA Integrated Ones.

Why? Cuz the AMD and NVIDIA Drivers actually STILL ALLOW YOU to customize their settings TO A GREAT EXTENT to allow you to tune them more towards PERFORMANCE.

Intel Integrated GPUs are all ASS ON A STICK compared to them.

But yeah, integrated AMDs like the Radeon HD 4250 are ACCEPTABLE! =)

Well, the GeForce 6150 SE is at least a BARE MINIMUM ACCEPTABLE for 3D gaming in the modern-age.

But anything under the GeForce 6100 is where you go into Low-Spec Gaming Territory.

So you should be ok with that; VIDEO CARD wise.

But yeah, Any Single Core Processors with No HyperThreading now a days are all Low-Spec, unfortunately. =(

So DEFINITELY go for a Dual Core, like you said! ;-)

You will probably need this exploit to make it playable, but your RAM is definitely gonna be a problem.

Your CPU is a Pentium 4 with HyperThreading, so that's at least BARE MINIMUM ACCEPTABLE for now-a-days 3D Gaming, but you should consider getting a new PC sometime.

Your video card may be old, but it at least is acceptable with 3D Gaming TO AN EXTENT.

But you gotta make sure your video card drivers are up to date.

And you will DEFINITELY need GameBooster 3 with that too.
