I could be wrong, but I've always thought that it's a cop-out to excuse bad manners by saying "He was raised that way, he doesn't know any better". Well, once a person goes out into the world and sees how others interact, he doesn't have that excuse any longer. He can see others being polite and see how his ill-mannered behavior effects others.
