NTSB Regulations. All mass transit vehicles, whether they be train, truck or bus...hauling freight or passangers, are required by Federal law to have their lights turned on so they can be seen from a distance...and thus avoided by private cars and pedestriens.
@AlexB359 if some one looks down the tracks if there is no signals, the flashing lights will help draw attention.
