I'm fairly certain he's licensed. There's many reasons why he might have decided to do a tandem for his 100th. Might have thought it would be fun for shits and giggles.

Might have been a passenger for the TM's phase 2.

Here's the thing. Tandems are not part of the progression to learn to skydive. You can do 1,000 and not one counts toward even the license reqirements. And if he was really that dense, he'd have gotten the golf talk long ago.
