That's the thing, nobody knows. It's suspected that those transmission are used to send messages to spies.

@19AT200 As much as people say they don't know it is now WELL KNOWN that this are used by spies, as people has either received this kind of messages and a shortwave radio to receive a message to get out of a country, or spies have been caught with both the pads to decipher them and their shortwave radios.. so not much of a secret nowadays this are mostly used for spies.

E10 used to indicate the number of groups just before the message, thus "EZI EZI ... EZI GROUP x GROUP x MSG ...END-OF-MESSAGE REPEAT MSG END-OF-MESSAGE END-OF-TRANSMISSION"
