This isn't really that unreasonable, even for the gear limitations of the time this video was made.

Plus, he has the +30% damage buff from the nearby house there. (Clearly right by the eastern hut in WSG; the buff has the same icon as bloodlust up on the top right of his screen.)

His target is also clearly has no resilience at all and is likely in full PvE gear.

Nowadays, it's not uncommon for a moonkin to churn out roughly 20k starfire crits on PvE targets.
