as an american citizen: if called apon, i am EXPECTED to know the laws and regulations of the land that i live in. if i violate the law because I AM "IGNORANT" and that is what they call it, i am still in violation. in america ignorance of the law doesnt excuse the fact that that law has been broken. if i walk into your country and expect that starting a fire isnt a crime, so then i start sevral fires to suit my own being, i do not expect that all is ok.
