Are you sure this wasn't planned for the canceled 3DO M2 console, bucause judging from the graphics of the game's that were being made for that system, this look very similar.
Definitely pre-rendered, There's no way the 3D0 could do graphics like this in real time. If the game was anything like the Virtual Boy version than it's definitely for the best that it was never released.
Judging by the movement, gun tote and ammo count on the bottom of the screen, I assume that this was pre-rendered BG for some sort of FPS or perhaps Virtua Cop type of game. And that the game was shelved before the enemies and events were programmed into the final product.
I would so buy a waterworld game if it ever came out. So much potential for awesomeness. People who hate the movie can kiss my ass. It has awesome action sequences, creative vehicle and prop design, and would make an epic game. Imagine something like Planetside, except free to play with none of that monthly fee crap. Massive ocean with atoll's acting as hubs, with constant combat between vessels all the time. Sheer fucking win.
What is up with the little red icon in the HUD spinning like mad? The flybys seem to animate at the correct speed but that thing is just going mad.
Maybe they didn't have it limited to a decent rate of movement, or maybe it means the game was running slower and synced up to a faster rate...just a couple guesses there.

Unfortunately I've had to replace the power supply several times over the years, and to an infinite degree of fine tuning, I sometimes still get some clocking discrepancies regarding visual displays. Fortunately, sound is not affected, although I may sometimes get a skip or two in audio.

the old game came out around 1996, and to my knowledge used top-down 2D graphics, the graphics shown in this trailer looks like it must be after 2000, the water effects and all that can't have been done on pre-2000 hardware (except, of course, if this was supposed to be a pre-rendered video, and not showing actual gameplay).
In fact, it was designed prior to 1995, and used the 3DO graphics engine which, at the time, was the most powerful home console game system. Lots of 3DO games had 3D graphics in their games like, Space Hulk, Need For Speed, Killing Time,etc. But since this game was never released, I would suppose that what were are watching is an intro or pre-rendered background used in a shooter. (Like Microcosm)
oh, I should have guessed 3DO meant the platform, and not the developer or publisher (I think there is a game company named that).
the graphics looked pretty modern, far above anything I'd have guessed to be from the 90's, even for an FMV that's great graphics for the time, just compare to videos in Command & Conquer and Warcraft from the same time, those had much lower resolution textures and water effect nowhere near what you see in this video.
The console that we have today and N64 should have handled 1990's dream graphics that display on all the FMV intro's cutscences. I bet PS3 could do this.

It was canceled near it's completion. Interplay eventually released a Waterworld PC game, that bares no resemblance to this version.
