The resistance fighters can be numbered by the hundreds. They have no tanks, no bombers, no artillery, no heavy armament or nothing that make the able to challenge the German army head on without being slaughtered. The objective was to eliminate the target. An extremely dangerous man actively leading and managing genocide and slavery over millions of people. Hitler went into other countries, France, Belgium, Finland, Yugoslavia, the Czech Republic (formerly Czechoslovakia, Hungary, and Poland to wipe out entire people. What Stalin did was horrible, no question. But, he largely confined his actions to his own country and did not use 'racial' purity as reason.
