The quality makeup they use is more along the lines of foundation than paint, so it doesn't flake. ;-p That's also why they use the round pad to pat it down and wipe away any excess, to ensure that it's just enough to keep the pure white color, but not so much that it gets ugly; they want to keep a porcelain look. And I'm sure it would take a good amount of cleaning, but being in theatre once, it doesn't take that much more than usual to remove this make-up, as it's usually water-soluble. :)
