My uncle is NYPD. He was there. There was a woman who was completely cut in half, with her intestines coming out. He went to try to get help for her, because she was still alive and coherant. The paramedics said she was basically dead and didnt want to waste their time trying to save her. He argued with them until they finally did help her---She lived for 6 months until she later died of an infection.

If a person is labeled black tag at an MCI, no amount of arguing by a police officer is going to change it. Someone with the severance of the trunk is not a black tag, they are red critical tag. But it is a good story your uncle tells. It could have used a vampire or an alien invasion though.
