firstly, filipinos fail at negotiating anything, stick to nursing or caregiving. Secondly, when the gunmen was hanging out the door dead, the cop with the gun was supposed to go in closer to the door, rather than the fat fuck waving his hand to the crowd. Thirdly, you don't immediately tell hostages to get off the bus, COMMON SENSE! at least check if the bus is clear, and then ESCORT hostages, not tell them to get out the bus. So w/o the swat's presence, philipino police are still incompetent.
