Wasn't exactly the best film in the world. The script was fairly generic and was predictable plot wise with the added cheese you might expect from a made for TV movie. The reason why this wasn't completely awful was Alf who still managed to be funny. This scene was arguable the best part of the movie.
I love it that Alf still has his tendency of aggravating the crap out of people so quickly. You'd think that Scientists & Doctors who work for the U.S. Government would be too Professional enough to let anything phase them. But ALF....LOL he's STILL got it!!!
I now understand why Dr. Carnage cuts the tape off and then sends Alf crashing into a wall when he asks her about "the don't ask, don't tell" policy--he was implying that she was a lesbian!

I dont know if Alf was like this in the show, but he's boring as all hell. Its crap. The editing is so bad with his voice, it doesn't even match. It's on a sound-stage not the movie set - it sounds terrible.
It's like a guy in an elevator reading sentence after sentence of one-liners over and over. It works once or twice in a movie, not 1,000x in a row.
