Australia has the highest consumption of hard drugs per capita in the world and they have the tendency to sell off all their important companies and icons to foreigners overseas. People in Australia tend to equate freedom with antisocial behaviour (loud, undisciplinde, drunken behaviour, hoons etc), scapegoat mentality, blaming others for their own misbehaving and so on and so forth. Actually, most of the laser pointer incidents have taken place while the plane is flying low approaching to land at a runway. They don't need to be 1000 - 30000 ft in the air for the laser to distract a Pilot.
Of course no one can accurately pin point a Pilots eye at 1000 - 30000 ft in the air. Common sense can solve that problem.
