He is right in Dragonball z Vegeta never went SSJ3 only Goku achieved it and then after he showed Goten and Trunks the technique they figured out how to turn SSJ3 after fusing into Gotenks. There is a videogame called Dbz Raging Blast 2 where they added some (what if character transformations) and SSJ3 Vegeta and Broly were a few.
