They say Tamaki correctly. If you didn't know, there is no stress on any of the syllables whatsoever in the Japanese language. It's like you try to say the word as fast as you can XP

Well its probably not a real dub, they probably just put clips of Vic as Ed Elric into a video, and Caitlin as Winry. There are no official videos or trailers out yet for Ouran. Can't judge the dub until it actually comes out, because who knows what Vic or any of the other actors will sound like in the final product.
