City salters and plows would help here, lol. Make the snow like slush then regular tires can sink enough to the pavement to get grip (kind of like driving through water). Forecast the weather and send salters out just before the snow hits.

This is just fresh solid compacted snow which regular tires could just glide over.

Consider this, places that tend to snow frequently generally have much larger budgets concerning snow plowing, salting, etc. Thus when you drive in these places, chances are the road has already been treated.

Now consider Portland, it rarely, rarely snows there, so I imagine their plowing and salting services are fairly non-existent, thus leading to much more treacherous road conditions.
