The burn mark is where the filament of the bulb is in the base of the CFL, there are two filaments that pass high energy between them to energize the mercury vapor that is turn causes the phosphorous powder to glow white. This shows how hot the filament can get and this is energy! I do not see the savings with all this poison and cost of non-existant recycling! Not to mention the UV radiation!
