The US cannot avoid attacking citizens. The insurgents are mixed and are dressed like Civilians. For instance, the two atomic bomb targets had American POWS, CHinese and korean labor force workers and Japanese civilians, however if we worried about hitting civilians and tried to avoid hitting them, then it would have taken a great deal of longer time to defeat the Japanese in world war 2.
