@classicvox The Secretary of Defense Robert Gates took office under Bush and Obama kept him on. I'd say that is a good continuity of operations. If Obama was interested in firing him and putting in someone he liked more, he could have done so already. It's not arrogance to base your decisions on the opinions of experts and rely on them for support in making tough decisions. In fact, that's what good leaders do.
