It is the precession of the Zodiacal Constellations, due to the spiraling serpent like path of our Solar System above and below the galactic ecliptic. If the carbon testing process is fairly new than how can you carbon date something as 9500 years old if you don't have a sample that is 9500 years old. If the process did not exist 9500 years ago than how can you verify the sample as being that age. Some of your dates are of as well because before standard time came in to existence there was more than one calender and date in affect.
