not that hard, its easier to do when the rubber band is long, if you look at 0:16 you can see that he takes the end of the rubber band and puts them together, hidden by his fingers, then he just pulls them apart fast so that it makes like a snaping sound, the rubber band isnt broken at all, it just seems like it.
