He is. As stated in previous responses, what's done in this video is made possible by a hack. Though, in OG Gaiden, Axel does become a good guy..........or at least neutral. Also, in the PS2 remake of OG2, you even get to use Axel in his Soulgain for a mission.
That changed a bit in OG Gaiden, but yeah, by OG2 he pretty much hated the "dolls", or at least felt uncomfortable with the W Numbers. He stated somewhere in the game that the lack of individuality of the Mass-produced W-series made him more comfortable about having them around.
