The brown center cube is made from plastic. I have no idea if you could paint it although I think it would be difficult. Finding safe, non toxic, non peeling paint will be a challenge however your local paint store specialist may be able to help you there. I don't know of anyone who has done that yet!
The water is crystal clear unless you have over fed your fish, over stocked your tank, or have left the light on 24 hours a day. Our Fluval Chi which is set up in the store has been flawless! The trick is not to over stock, use a few aquatic plants, don't place it in a window and do frequent water changes of 1/3 every week. Your tank will be clear and clean! Use the old water to water your house plants! The Fluval Chi evaporates more than a covered tank so make sure you top it up regularly.
