I heard on another video that Splashtop requires you to be on the same Wifi network as the computer (why it is much smoother than other apps) so you can't really go out of your own Wifi range or the range of the Wifi that the computer is connected to.

If you would jailbreak it and install 3g unrestrictior then you can even play runescape on 3g networks. a bit more laggy but still for training fletching or cooking it works pretty much :)

You can be as far away from your computer as you want. That is, as long as you have WiFi and a Gmail account set up with Splashtop. I'm not sure if you can do this with a 3G or 4G network.
