Whether FDR let it happen on purpose or Kimmel failed or both or neither, the McCollum Memo proves there were at least people in the Office of Naval Intelligence who believed that pushing Japan into an "overt act of war" would be "so much the better".
If FDR knew then why did Adm. Kimmel fail to take the warning of HIS OWN NAVAL DESTROYER or his own military's RADAR INSTALLATION both of which gave ample warning of the impending attack? You cannot claim that FDR was responsible for Kimmel's failure to respond to the 6:45 AM sinking of a Japanese submarine by the USS Ward at the mouth of Pearl Harbor. Kimmel knew of a possible attack and chose consolidation of forces instead of spreading forces to defend against air or sea attack. He lost.
@kassandrasduplex how did kimmel hear about the destroyer and the radar and the sub. I thought the reports did not make it to the top till after the attack and didn't the reveiw board find he was denied the intel he wanted from wdc. I would like to see what you wouldn't do in his place that morning. I think you are confusing kimmel with other peoples mistakes. ahh scapegoats are to easy to point out kimmel and short.
Ad. Kimmel had received alerts regarding possible Japanese attacks--ALL Pacific area commanders had received warnings of possible Japanese attacks. The claim that FDR knew specifically where and when just such an attack was coming and witheld that information to gain a public relations advantage is without merit and constitutes REVISIONIST history.
Ad. Kimmel consolidated his assets in tight groups to prevent sabatage. He made a big mistake. His error.
I agree. Washington knew a lot more than Hawaii was ever told in the days leading up to the attack unfortunately. And who knows how many lives would have been saved had he been given all the information.
