It's called the 'sandwich' method type of writing style. We learned this in college. When you have to write something negative, you attack them indirectly, but first you have to start with a praise, in the middle state your complaint, and close with a praise. Keep the letter short, simple and to the point because people are busy and they have no time to read lengthy letters.
