I think ashtree50 has hit the nail on the head there. It's pretty obvious now but I would never have considered the 60s Albanian psych-rock influence.
I deleted my response since I wrote it because since then I had second thoughts about it; reason being I've loved the Wedding Present since 1986 and considered myself a bit of a devotee but have never heard of this song or recording.
That said it sounds so like Gedge's vocal that it has to be genuine; I've read that the first song they ever played live was "Will you be up there?" so there are clearly songs out there that were never recorded and maybe this is one
Um.... I'm struggling to remember, I may not ever have known exactly. I always assumed it was a practice recording because of the sound of it and some chatter that I've cut off the end.
It was recorded by the guitarist nearest the camera in The Gits bit of the video who knew the band in the early days and did some live mixing for them. Unfortunately I haven't taken The Wedding Presents' advice and always kept in touch with my friends but I'll have a go at finding out some details.
