I never experience bad lag on PSN, even on 2 bar matches. I doubt Xbox Live is noticeably better.
But then again I live in Europe (sweden to be exact, and I'm playing on a 100 mbit connection) and fight only Europeans. And it's a fact that Europe is the leading nation in internet speeds.
When I go on training mode for example and compare it to playing on PSN, I notice no NOTEWORTHY difference whatsoever when it comes to delay, and that's saying a lot considering SF relies heavily on timing.
As a person who has the ps3 version only, SF4 can be great if u play on a three bars or better connection. I usually get very little lag when this happens but on two bars or less that when it get sort of crazy. But I hear that the ps3 version runs at the same speed as the arcade version.
But to further your point lone, I find this vid from youtube very interesting: watch?v=pjdwwf6vaIE
This what Sabre said on the SRK forums about the vid : "even tho we prove xbox is ever so slightly faster, it's impossible to tell the difference and even more impossible for it to affect timing and execution."
"now move along and play which version you prefer to play, makes no difference. Everyone wins. If someone complains about a .0006ms timing difference, you need help."
I believe also that when it comes to offline play, there both the same speed.

I heard that also. I think it mite be PSN that makes it run sluggish. When I do play on PSN, I will not play anyone, with less then 3 bars.
