Yes, I agree, but with offices on 21 & 22, they could have them open access, even if they used tractions for those 2 floors. But it's interesting how there are top drive elevators, and 800 FPM traction elevators are indeed fast.
Yes, it's rare to see a hydraulic at the top of a high rise building, but the jacks were short distance 3 floors, yet they were lifted by crane, and they're holeless, so there was no problem installing them. However it would have been better to go with traction elevators serving ALL 22 floors, and the speed is around 800 FPM.
Probably for security purposes. Especially if levels 21 and 22 started off not open to the public already. This might even be more sensible than locking out these two floors by default for the tractions serving all levels.
All of these floors contain offices.
