What formal investigation was done to justify the resolution and how was the data collected and by whom? It has always been presented as hearsay and public opinion which makes Stewarts case weak and questions motive.

All Stewart can point to in response to Chairman Chavez's question re: the resolution's empirical basis is "the community's findings". As PWC's elected representatives, he and Stirrup have the responsibility to verify and substantiate these "findings". They are specifically responsible to the PWC taxpayers who will be burdened with the $14.2M budget for enforcing the resolution.

Chavez wants to discuss the facts. Stewart responds with a personal attack on Chavez and then a song and dance. Emergency rooms, declining crime rate, overcrowding of some residences (none of these he provided any evidence that illegal aliens were the cause) and then gang members and illegal aliens in jails. Most people in jail are men, but all men are not the problem, only those in jail.

Stewart was given the opportunity to provide a factual basis for his actions. He failed.
