I'm glad you put this here, even though it confirms that few if any improvements have been made on the trail. I was there one March, with snow all around, and the trail isn't much better in October. You could slip and fall in the mud at any moment.
It should be mentioned that, from the end of the cape to the other side of the bay, as much water flows through in a day as flows through ALL OF THE RIVERS ON EARTH COMBINED during the same day.
