its not kirigami because cutting the paper still leaves him with a square. its just a much easier way of making a 31x31 grid rather than getting a ruler and measuring then folding. if what he did is kirigami then cutting your computer paper into a square is to

@rithwikh3 of course you can, the final product is just going to be slightly bigger....the point of using big paper is that so the folds won't be nearly as impossible...essentially you can make it with pretty much any size paper.....sorta....it's just the smaller the paper is, the harder it is to do the folds.

@SLEEPYhead900 that was just to get the starting size (+ little trick to get the 31x31 grid ). The origami itself requires no cuts, if you unfold it you'll not find any cuts
